Aizpurua and Labayen modified the dimensions established in the rules of the competition, of 80×55 meters, in order to ensure that all the articulations of the project responded to a regulatory criterion.
On the grounds that an equivalent surface area was also admitted, they resolved the floor plan into a rectangle of 56×77 meters, considering that these dimensions, multiples of 7, favored the development of the program and the aesthetic rules that they considered pertinent.
