It was designed by Manuel Sánchez Arcas, Aizpúrua, Labayen and Eduardo Lagarde. It was the Madrid-born Sánchez Arcas who established the modular criteria for organising the building.
This is how the project report said: “the preliminary project only specifies the main structure, the circulations and the location of the services; the rest of the rooms and spaces will be adapted according to needs; not only in the project phase, but once finished.”
